A native born resident of Victoria, Texas who holds a Bachelor of Arts Degree in Mexican-American Studies with a minor in Political Science from The University of Texas at San Antonio.  He is also an avid motorcycle rider and currently teaches basic motorcycle rider classes at Victoria College and at Stubbs and San Jacinto Harley Davidson Dealerships in Pasadena, Texas.  As a motorcycle rider he understands the need for safe and responsible vehicle operations for both cars and motorcycles.  Navarro also owns and operates Texas Quality Driving School the subsidiary driving school for T-E-X-A-S.ORG.  In the community, he is the Victoria Diocese President of the  - Knights on Bikes.
